  • Four-Story, 63,000 SF Office Building
  • BCA first designed the Shell Building so construction could begin while still developing Interior Layouts for the four State Agencies in the building to facilitate the fast-track schedule of the project. The primary tenant was the Department of Social Services (DSS)
  • This building was the first to bear Governor William Donald Schaefer’s name after his second term as Governor ended
  • Located in the Historic District of the City of Frederick, the Project design needed to gain the approval of the City of Frederick’s Historic Preservation Commission. Although a new building design, BCA was able to integrate the building within and become complementary to the existing fabric of the Historic District. The Project earned the 1995 Excellence in Preservation Award by the Historic Preservation Committee
  • The Project was completed under a Design-Build competitive bid format with Manekin LLC and Morgan-Keller Construction
